Belgian Gaming Industry Faces Growing Concerns Over Unregulated Gambling Activities
The Belgian Association of Licensed Gaming Operators (BAGO) has recently released a report highlighting troubling trends within the nation’s gambling landscape. The study underscores the significant presence of unlicensed gambling platforms and the potential risks they pose, especially to vulnerable populations. This revelation has sparked urgent calls for tighter regulation and increased oversight to protect consumers and uphold the integrity of the legal gambling sector.
Key Findings: The Extent of Unlicensed Gambling in Belgium
According to the latest research, approximately one in four Belgian gamblers-around 25%-have engaged with unlicensed gaming operators. These illicit platforms operate outside the bounds of official regulation, often lacking essential safeguards such as age verification, responsible gambling tools, and deposit controls. The impact on the economy and the licensed gambling industry is considerable, but the primary concern remains the safety of players, particularly those at risk of gambling-related harm.
Further data reveals that nearly half (47%) of individuals who have previously self-excluded from licensed sites have been found to resume gambling through illegal websites. The situation is especially alarming among young adults. Prior to Belgium’s recent ban on gambling for individuals under 21, nearly 50% of males aged 18 to 21 reported participating in unlicensed gambling activities. Since the ban’s implementation, this figure has surged to 65%. Notably, an overwhelming 97% of these young gamblers can identify at least one illegal gambling site, indicating widespread awareness but persistent engagement with unregulated platforms.

Tom De Clercq, Chair of BAGO, expressed grave concern over the current trajectory of Belgium’s gambling industry. He described the sector as “on a dangerous slope,” emphasizing that licensed operators adhere to rigorous standards designed to promote responsible gaming and safeguard players. In stark contrast, unlicensed operators operate without any oversight, increasing the risk of exploitation and financial harm. De Clercq warned that without intervention, more individuals-particularly youth and vulnerable groups-may become ensnared in an unregulated environment that offers no protections or accountability.
Supporting this stance, BAGO Vice-Chairman Emmanuel Mewissen highlighted the importance of empowering regulatory bodies. He stressed that the fight against illegal gambling can only be effective if the Gaming Authority is strengthened through legislative reforms. Mewissen advocates for the full implementation of the coalition agreement aimed at establishing a robust regulatory framework, which would enable authorities to shut down illegal operators, protect consumers, and maintain a fair, well-regulated market.
